The Hollings Preparation Program (HPP) was a paid internship program that began in 2019 and ended in February 2025. The program prepared a talented pool of undergraduate freshmen to be competitive applicants for the Ernest F. Hollings Scholarship. 

HPP included extensive professional development training and a 6-week paid internship with NOAA or a partner organization, primarily within the NOAA Western Region, including potential offices in California, Oregon, Washington, Idaho, Colorado, Utah, Arizona, Alaska, and Hawaiʻi. The application was open to freshmen who were U.S. citizens or U.S. nationals at accredited colleges and universities. 

HPP was supported by the Office of Education Ernest F. Hollings Scholarship and managed in partnership with NOAA Fisheries West Coast Region.
