The Library supports NOAA authors in publishing their work in various ways whether that is as a NOAA Technical Memorandum, Professional Paper or academic journal article. One way to ensure public access to NOAA's work when published in academic journals is to chose to publish Open Access (OA). There are three pathways to achieve OA: Gold, Green, and Hybrid. Hybrid OA is when a journal contains a mixture of open and closed (pay to access) articles. These publishers are funded from two streams: OA article processing charges and subscriptions from libraries. 

NOAA Library has a publishing agreement with Wiley, that includes hybrid publication, to cover author's article processing charges. 

NOAA authors already publish in a number of these journals, including: Fish and Fisheries, Global Change Biology, Limnology and Oceanography, Environmental Toxicology and Chemistry, Marine Mammal Science, Journal of the American Water Resources Association, International Journal of Climatology, Quarterly Journal of the Royal Meteorological Society, Reviews of Geophysics and more!
